Job Description

Overview

Residential Child Care Licensing Inspector role with the Texas Health and Human Services Commission (HHSC). The position supports protecting the health, safety, and well-being of children in residential child-care facilities across Texas. Responsibilities
  • Monitor general residential operations and child-placing agencies, and selected agency homes; document compliance or noncompliance with standards and notify providers of corrective actions per CCR policy.
  • Plan inspections to evaluate all standards over a two-year period; identify and cite deficiencies; capture photos as required; ensure clear documentation and provide technical assistance to improve compliance.
  • Investigate complaints and allegations of minimum standards violations; complete investigations timely and accurately; document findings to support enforcement decisions.
  • Evaluate new applications for general residential operations and child-placing agencies to issue permits; ensure processing within legal time frames.
  • Identify risk and refer to Child-Care Enforcement (CCE) when necessary; process plans of action and conduct follow-up inspections after enforcement actions.
  • Provide training and technical assistance to residential child-care providers; conduct provider trainings and participate in provider meetings; collaborate with providers and stakeholders.
  • Respond to emergency complaints of high-risk situations in residential child-care facilities.
  • Perform other duties as assigned to maintain unit operations.
Qualifications
  • Registrations, Licensure Requirements or Certifications: Valid drivers license.
  • Knowledge, Skills and Abilities (KSAs): Knowledge of Texas laws and regulations; effective verbal and written communication; ability to build relationships; emotional intelligence; critical thinking and risk mitigation; ability to work with diverse groups; de-escalation skills; self-starting and organizational abilities; ability to operate basic office equipment; ability to travel.
  • Initial Screening Criteria: For Residential Child Care Licensing Inspector III-V, graduation from an accredited four-year college or equivalent experience; regulatory services experience preferred.
Role Levels
  • Inspector IIIV levels: may be filled at RCCL Inspector IV or V if applicable experience.
Additional Information
  • Work hours: Flexible; occasional evenings/weekends may be required.
  • Telework: Position may qualify for telework; most work via mobile technology; travel may be required outside the headquarters area.

Additional Details
